On March 15, 17 83, George Washington met with the armed forces. They had revered him duri ng the lean, hard years of fighting; now, they glared at him with restle ss eyes. Washington spoke of his own dedicated service. He begged them not to "open the flood gates of civil discord, and deluge our rising empire in blood." He appealed to their honor and glory thus far.
